What is Naturalization?

To summarize the naturalization process as described in the Ministry of Justice's Nationality Q&A, a foreign national who wishes to acquire the nationality of the country in which he or she resides is granted permission by the state to become a citizen of that country.

There are minimum requirements for naturalization. The following is a brief summary, not a detailed list of requirements that must be met.

  • Have legitimate status of residence and have lived in Japan for 5 years by the time of application for naturalization.
  • Must be at least 20 years old and also recognized as an adult by the laws of your country of origin (*At least 18 years old starting next year).
  • Must be recognized as having good conduct
  • Must be able to prove that they can earn a living that enables them to lead a stable life.
  • Have no nationality other than Japanese
  • No anti-government behavior.

They also need to have the Japanese language skills necessary for daily life.

A "legitimate status of residence" is not a part-time job, but a status that allows formal employment as a regular employee, contract employee, temporary worker, etc.

Therefore, student visas and the like do not apply.

Conditions may be relaxed for special permanent residents such as Korean and Taiwanese residents in Japan, and for spouses of Japanese nationals.

Also, even if you are old enough to be recognized as an adult in Japan, you cannot apply for naturalization until you are 22 years old if, for example, the law of your original country of origin requires you to be 22 years old.

Obtaining Japanese citizenship also means becoming a Japanese citizen. Japan is a country where it is so difficult to obtain citizenship that it makes news in other countries. The screening process and conditions are detailed, and this article has summarized seven conditions. 5-year stay in Japan requires possession of a qualification that allows work, but there is no firm information on whether technical internship and specified skills that allow work qualify for this status, and it is a delicate matter.

There is also a theory that the Specified Technical Skills II status of residence, which is scheduled to be introduced this year, will clear the conditions for staying in Japan, but it is difficult to say since it is a status of residence that has just been introduced.

We have also introduced the conditions for acquiring permanent resident status instead of Japanese citizenship. There are advantages and disadvantages to both, but if you wish to acquire both, please plan ahead and take the necessary documents and timeframe well in advance.
