When a foreigner with a resident card changes his/her address, he/she must complete the correct change of address procedure. The change of address procedure must be completed within 14 days from the date the new residence is established or the address is moved. This rule of limitation on the number of days is the same for Japanese nationals who change their address.

Many people may also wonder where to go to report a change of address. Many people may think that since the contents of their residence card will be changed, the change must be made at the Immigration and Residence Management Agency. In fact, you can apply for a change of address at the office in charge of the city, town, or village where you started living. Since it can be done at a familiar place, it does not take much time and effort.

Also, the reception hours vary depending on the municipal office, so please check the municipal website. If you are still unclear after looking at the website, contact the municipal office directly by phone or at the counter. In addition, there is no fee for the procedure.

Who is responsible for changing the address?

When a foreigner with a resident card changes his/her address, the change of address can be made by anyone other than the person himself/herself. There are three main types of people who can change their address. The three types are the applicant himself/herself, a proxy, and a legal representative.

2 Agent
(1) If the notifier himself/herself is under 16 years of age or is unable to appear in person to give notification due to illness (Note 1) or other reasons, a relative 16 years of age or older who lives with the notifier himself/herself
(2) A relative 16 years of age or older living with the filer at the filer's request (Note 2)
(3) A person who has received a request from a person listed in 1 or 2 (1) or a legal representative of the notifier

If the change of address is to be processed by a representative, there must be a clear reason why the principal is unable to come to the office to complete the procedure. A certificate or a written request from the person himself/herself is required to prove why the person is unable to come to the office. Here are some of the cases in which a change of address must be processed when a change of address occurs. We will mainly divide them into mid- to long-term residents and special permanent residents.

The following cases apply to address changes made by residence card holders.

Medium- to long-term residents are divided into three main categories.

  • Change of address for new landings
    If you have a resident card or passport (which states that a resident card will be issued at a later date) or a resident card that was given to you with your new resident permit
  • If you have not been a mid- to long-term resident before, and you become a new mid- to long-term resident due to a change in the period of stay or a change in the type of status (if there is a change in the contents of your resident card in addition to your address).
  • If you are a mid- to long-term resident and have only changed your address

The address procedure for special permanent residents is divided into two parts.

What documents are required for change of address?

Change of address is made at the municipal office. The following two documents are required for change of address.

  • A resident card
  • notification (written)

If a proxy other than the applicant himself/herself performs the procedures regarding the resident card, a copy of the resident card must be given to the notifier. The notification form can be downloaded from the Immigration and Residence Management Agency's website. The notification form does not require any particular photograph, etc., and only the information is required to be filled in.
